"Virginia Gov. Timothy M. Kaine (D)this week proposed controls on growth and development in Virginia. To slow urban sprawl and relieve traffic congestion, the new governor intends to introduce legislation that, for the first time in Virginia, would empower county and municipal governments to block residential development if transportation network capacity is deemed inadequate. Many landowners and home builders in Virginia, a strong property-rights state, consider this proposed policy radical, perhaps even immoral. But many residents welcome it." As every resident of the Northern Virginia area already know, traffic is one of the major problems facing our area. No one likes the commute sitting in traffic on the beltway or in the parking lot known as I-66. This new legislation should help to contain some of the growth that has caused the traffic problems. Developers will now be forced to submit traffic impact analyses when they seek rezoning. Kaine said "Our current system, in which local governments make land-use decisions and the state follows behind with transportation planning and funding, creates a situation where the left hand doesn't know what the right hand is doing." The problem with the new legislation is that this law may slow development by giving more power to local authorities, however, it does nothing to give local authorities more power to do anything about the roads. So at the local level, there is no linkage between land use and transportation planning. Is this really "smart growth?"
